Troy, an inmate at Ely State Prison, filed a 1983 civil rights complaint alleging excessive force. He claims that he slipped on standing water outside his cell in March 2020. While he was on the ground, correctional officers allegedly kicked him, punched him, smashed his face into the ground and threatened to break his ribs and kill him. He said they bent his legs and ankles while a corrections officer kneeled on his back. He requested medical assistance but alleges that the nurse in medical was told by corrections officers that he had refused treatment. He is seeking representation through the Federal Pro Bono Program. Next Deadline(s): A new discovery plan and scheduling order will be entered when Pro Bono counsel is appointed.
