3-month old baby girl came into DFS custody due to lack of resources, ability to care for minor, substance history and abuse.  Mother has a history of substance abuse, to include prior CPS involvement in the state of Utah.  She admitted to using illegal substance during the pregnancy of baby girl.   The father also struggles with illegal substances.  He was court ordered to submit to DFS for drug testing and has failed to do so. This baby is in need of an attorney to represent her legal wishes and rights as to permanency, placement, visitation, and to ensure appropriate services are in place.
