Newborn baby girl came into DFS care on February 6, 2021 due to mother testing positive for amphetamine and opiates prior to birth of the child. The child’s meconium tested positive for amphetamine, methamphetamine and hydromorphone following birth. Mother admitted to being addicted to methamphetamine for the past four years (since she was twenty years old) and admitted to using methamphetamine during her pregnancy. She is homeless and dependent upon her boyfriend financially, she intended to place the child with a private adoption agency and then changed her mind and wants the child adopted by her mother. No formal arrangements were made to achieve either goal. Mother has not bonded with the child, referring to her as “it” rather than by name or sex. The true identity and whereabouts of natural father are unknown. Next hearing is a Review Hearing on 7/27/2021 at 3:00 pm in Courtroom 11.
