This child came into care on March 25, 2019. The baby was born at friend’s home due to mother’s paranoia that medical staff would implant a GPS chip in the baby. Both parents have a history with the department and previous children have been removed from their care. History of substance abuse, mental health and resource issues are still a concern. The baby was still in hospital as of the last hearing. The mother has failed to comply with the department’s requests for a mental health evaluation during previous CPS/DFS assessments. As to the putative father, a letter has been sent to him in an attempt to schedule an appointment for assessment. He has prior CPS involvement and has threatened DFS staff in the past for coming to his home and has refused entry to his home as well. This child is in need of an attorney to represent his/her legal wishes and rights as to permanency, placement, visitation, and to ensure appropriate services are in place. There is a Review Hearing set for April 17, 2019 at 10:00 a.m. in Courtroom 20.
