A 4 year old girl came into DFS care in December 2018 due to inadequate supervision and neglect. The child is very developmentally delayed – perhaps from chronic neglect by her mother – to the point where she cannot talk, but only grunts. Her mother has untreated mental issues and uses heroin. The child is frequently left to fend for herself. On occasion, the mother has left her with the child’s grandmother, but the grandmother uses as well. The child is with maternal cousins, who are a long term placement option. This child needs a lawyer to advocate for her legal rights and wishes as to permanency, placement, visitation, and to ensure appropriate services are in place. There is an Adjudicatory Hearing Plea on January 16, 2019 at 10:00 a.m. in Courtroom 22.
